Temporary Instructor Requirements for 8-Hour HMO Refresher Course

Due to a current shortage of qualified instructors for the 8-Hour Hoisting Machine Operator (HMO) Refresher course and the upcoming deadline for Limited HMO license applications on November 6, 2024, the Department of Buildings (DOB) has temporarily updated the instructor requirements.

Effective immediately, two instructors can now co-teach the course, as long as they collectively meet all the necessary qualifications. This temporary measure is aimed at addressing the instructor shortage while ensuring the course continues to meet high standards.

Instructor Requirements for the 8-Hour HMO Refresher Course:

  • Be a Qualified Person with documented crane operator experience that meets the Course Content Requirements outlined by the Department.
  • Be an OSHA-authorized trainer for the Construction Industry Outreach Program.
  • Hold a valid Hoisting Machine Operator license from New York City or a valid national crane operator certification.
  • Comply with all relevant Federal, State, and local laws, rules, regulations, and adhere to the Department’s Industry Code of Conduct.

For individuals seeking a Limited Hoisting Machine Operator license (such as for articulating boom cranes, mini cranes, or telehandlers) before the November 6, 2024 deadline, if one instructor does not meet all the required qualifications, the course can be co-taught by two instructors who together fulfill all requirements. However, all instructors must always comply with the fourth requirement (laws and conduct).

This temporary update allows more flexibility for instructors while maintaining the integrity of the course and helping applicants meet the critical licensing deadline.
